The Tax Commissioner's Office is established by the Georgia Constitution, and is responsible for every phase of collecting and disbursing ad valorem property taxes. Our staff is separated into the Motor Vehicle Division and the Property Tax Division.

The Motor Vehicle Division serves as a tag agent on behalf of the Georgia Department of Revenue. This division collects and distribute ad valorem property taxes for vehicles as well as enforce laws for registration requirements, insurance, emissions and mobile home ownership.

The Property Tax Division bills, collects and distributes ad valorem property taxes for real, personal property, heavy duty equipment, mobile homes and public utilities. In addition, this division processes homestead exemptions and conducts tax sales and are also responsible for preparing the tax digest each year.

Our Leadership

David A. Britt II, MBA, MPA

TAX COMMISSIONER

David Britt is a native of Columbus, GA, and works continuously to pour back into his hometown. As the Muscogee County Tax Commissioner, he oversees the office's operations, budgeting, administration, and the annual collection of over $260 million in ad valorem taxes. Having served in the office for 25 years, David specializes in delinquent tax law and actively educates the public on how to prevent their properties from entering tax foreclosure.

David graduated from Kendrick High School. He holds a Bachelor’s degree in Communication from Columbus State University, a Master’s in Business Administration from the University of Phoenix, and a Master's in Public Administration from Troy University. His professional background also includes over 15 years in real estate and mass communications.

David is an alumnus of Leadership Columbus and serves as a board member of the Columbus State University Alumni Association. Most importantly, as a servant of God, David is an active member of New Birth Outreach Church, serving on the board of directors as well as other ministries.

David is married to his beautiful wife, Dana Britt; a minister, inspirational speaker, and owner of RG Salon Studio. Their family is blended in love with two daughters, Ciara, Briana, and grandson, KJ.

Jennifer Lunsford

Chief Deputy Tax Commissioner

Jennifer Lunsford graciously serves as Chief Deputy Tax Commissioner for the City of Columbus. She has dedicated 12+ years of continuous service, throughout various roles in the Tax Commissioner’s Office. Jennifer’s specialization and experience covers Motor Vehicle Administration, Delinquent Property Tax, and leadership initiatives.

Jennifer graduated locally from Pacelli High School before earning a bachelor’s degree in criminal justice from Armstrong Atlantic State University. She has also obtained multiple leadership and Internal Controls certifications from the University of Georgia’s Carl Vinson Institute of Government.

Jennifer is committed to enhancing public trust and meaningful engagements between the department and her community. She believes public service extends beyond internal operations and actively connects with the community she calls home.

Tasheé Singleton

Accounting Operations Administrator

Tasheé Singleton, born in Virginia and raised everywhere, has adopted Columbus, GA as home. Tasheé shares with the City of Columbus her 20+ years of accounting, operations, and computer information systems experience.

She believes ‘the best way to find yourself is to lose yourself in the service of others’, a quote by Mahatma Gandhi. She has given unselfishly to her career, working with agencies/organizations that were mission driven. She has given to her community in collaboration with her alma mater Columbus State University’s Alumni Association, Institute of Management Accountants, Faith Worship Center and Let’s Grow STEAMx, Inc. Tasheé says, “Public service is not a job for me; it’s my heart.”

Tyrone Whittaker

Deputy Tax Commissioner

Tyrone Whittaker is a native of Columbus, Georgia, and currently serves as the Deputy Tax Commissioner – Motor Vehicle for Muscogee County. With over 19 years of dedicated service to the City of Columbus, Ty brings a wealth of experience and a deep commitment to the community, working tirelessly to enhance the public sector’s impact.

Throughout his career, Ty has consistently upheld the highest standards of integrity, transparency, and public service. He leads a team of skilled professionals who share a common mission: to deliver accurate, efficient, and courteous service to every taxpayer in Muscogee County.

For Ty, serving the public is not just a career—it is a genuine passion. Together with his team, he remains focused on continuous improvement, building strong community partnerships, and ensuring that the office remains a trusted and accessible resource for all citizens.

Karima B. Adams

Deputy Tax Commissioner

Karima Adams is a native of Columbus, Georgia, who proudly serves her hometown and community by providing efficient assistance to citizens that meets or exceeds their expectations in a professional manner.

She has worked in the Tax Commissioner’s Office for 26+ years, with experience in both the Motor Vehicle and Property Tax divisions. Her extensive knowledge includes over 15 years of experience in delinquent tax collections for real estate, personal property, and mobile homes.

Karima enjoys spending quality time with her family, shopping, and traveling. She graduated from G.W. Carver High School and is a proud Tiger alumna.

Karima is an active member of Allen Temple AME Church, where she serves on the Steward Board and the Culinary Committee, works with the Young People’s Division (YPD), and sings in the church choir.

James E. Robinson, Jr.

Deputy Tax Commissioner

James E. Robinson, Jr. serves as Deputy Tax Commissioner – Property Tax Division. He brings over 20 years of combined experience in property tax administration, collections, and customer service. He has dedicated eight years to the Muscogee County Tax Commissioner’s Office, where he began as a tax clerk and advanced through roles as Administrative Assistant to the former Tax Commissioner, Tax Specialist, and now Deputy Tax Commissioner.

James specializes in billing, collections, and homestead exemptions. He leads a team of nine with a strong focus on delivering exceptional customer service to the citizens of Muscogee County. His leadership extends to staff training and professional development; in the summer of 2025, he created and presented a Property Tax Workshop that serves both as a refresher for current employees and an introduction for new team members. Plans are underway to expand the workshop for community use, empowering taxpayers with knowledge about property tax./p>

Before joining the Tax Commissioner’s office, James worked with a local real estate law firm for seven years and spent five years with the Office of Tax and Revenue in Washington, D.C. A proud graduate of Shaw High School, he earned his Bachelor’s degree in Psychology from Columbus State University and his Master of Business Administration from the University of Maryland Global Campus. James is also a 2025 graduate of Leadership Columbus.

Outside the office, James enjoys admiring nature along casual walking trails and traveling internationally to experience new cultures and lifestyles.
